Contract Award to HP Contractors to create a new front counter and improve space for existing teams based at Aldershot police station.
Part of the Police Commissioners Crime plan is to open a new public front counter throughout Hampshire, to further our engagement with the public to provide visible presence.

To take a lease of office premises on ground, first and fourth floor Eastleigh House, Upper Market Street, Eastleigh, Hampshire, SO50 9YN.
In order to fulfil the priorities set out in the Police and Crime Plan 2024-2028, there is a requirement for additional office space in Eastleigh. In addition, a location for a new front counter is needed in the centre of Eastleigh. Therefore, terms have been agreed for a lease of premises at Eastleigh House. This consists of 1,472 square feet on the ground floor, 5,848 square feet on the first floor and 3,050 square feet on the fourth floor. The premises would be taken on a single lease for a term of 5 years. There would not be a break clause. The rent would be £145,180 per annum. This equates to £14.00 per square foot. There would be no rent review.
The lease would be outside the security of tenure provisions of the Landlord and Tenant Act 1954 and would be granted on internal repairing terms. The OPCC would be liable for the service charge, business rates and utilities. Download PDF |

To complete three berthing agreements for Marine Unit vessels at Hamble Point Marina, School Lane, Hamble, Southampton, SO31 4NB.
For a number of years the JOU Marine Unit has been based at Netley, with their vessels moored at Hamble Point Marina, School Lane, Hamble, Southampton, SO31 4NB.
There are currently three agreements in place for the Police vessels. These expire on 31 December 2025. There is an operational requirement to renew these agreements. As is common practice with marina moorings, Hamble Point only offer annual berthing agreements. Each vessel has an individual agreement. There are currently three vessels and the cost for the year commencing 01 January 2025 was £14,627.71, £7,887.94 and £7,306.73, inclusive of VAT. Terms have been discussed for new agreements. The new fees for the year commencing 01 January 2026 are £15,784.09, £8,511.50 and £7,884.34 A good working relationship exists with the landlord and it is recommended that the berthing agreements be renewed. To serve notice to terminate the licence to occupy offices at Mayfield Community Centre, Totland Close, Farnborough, GU14 8TX.
OPCC occupies these offices under the terms of a licence dated 17 September 2024. They form part of the Mayfield Community Centre. In the past they have been used as touch down space and for community engagement by Police Officers operating out of Farnborough Beat Office. The rent is £4,200 per year. The licence expires on 31 July 2029.
The relevant local Chief Inspector has made it clear that the offices are no longer needed for operational policing and that they are therefore surplus to requirements. Under the terms of the licence, OPCC has the ability to terminate the agreement at any time on giving not less than six months’ notice in writing. Download PDF |

Contract award to Hughes & Salvidge to demolish 2 sector houses at Gosport Police Station to enable refurbishment works and redesign of the Police Station.
The PCC Police and Crime Plan 2024 – 2028 has been developed in consultation with over 10,000 members of the public and a broad range of key partners from Hampshire and the Isle of Wight. A key priority in the plan is for increased police visibility and police presence in all communities.
To address this reopening of Gosport Police Station will be a priority to enable an increased police presence in the Gosport area. This will bring “More Police, Safer Streets” to the area and react to the public demand for an accessible Police station in the area with a front counter for direct interaction with the Police. To surrender the existing lease at Southsea Fire Station, Somers Road, Southsea, Portsmouth, PO5 4LU and complete a new lease at the same property.
OPCC occupies accommodation at Southsea Fire Station, Somers Road, Southsea, Portsmouth, PO5 4LU under the terms of a lease dated 03 March 2022. The area demised to the OPCC is on the ground and first floor and there is also a right to use various shared areas and facilities. The landlord has carried out some improvement works at the property which mean that the details of the existing lease are no longer correct and it therefore needs to be replaced. The landlord’s works have consisted of replacing the showers and WCs on the ground floor, creating dormitory space and relocating lockers. They also intend to create a new kitchen area on the first floor for the Police to use.
This surrender and regrant is necessary to reflect actual changes at the property. Overall, these are in the OPCC’s favour. The Police will gain a slightly larger demised area, more parking and improved facilities at no greater rent. The key dates in the existing lease relating to termination and break clause remain unchanged. Download PDF |

To purchase the freehold of land to the rear of Shanklin Fire Station, Landguard Road, Shanklin, Isle of Wight PO37 7HT.
Hampshire and Isle of Wight Fire and Rescue Authority (HIWFRA) owns the freehold of three single storey garages adjoining the rear of Shanklin Fire Station, together with an area of hardstanding immediately outside the garages. The total area including the garages is around 102 square metres. The garages are accessed across land owned by OPCC which forms part of the rear of Shanklin Police Station. HIOWFRA have an explicit right to access the land and garages. This right is over a broad strip of OPCC’s land. In effect the right of access blights OPCC’s ability to secure the rear of the Police Station. It also seriously hampers OPCC’s ability to repurpose and redevelop its own property.

To complete a new licence to occupy office space on the Second Floor, Queen Elizabeth II Court, Sussex Street, Winchester SO23 8UJ.
As a result of difficulties with the heating system in Mottisfont Court in Tower Street, Winchester it is not going to be practical to heat the first and second floors to an acceptable standard over the winter months. Therefore, it is proposed to take a licence of office space for approximately 113 work stations on the second floor of Queen Elizabeth II Court, Sussex Street, Winchester SO23 8UJ. Staff will be relocated from the first and second floors of Mottisfont Court into second floor of Queen Elizabeth II Court.
The licensor is Hampshire County Council. The licence will be for an initial term of four months commencing on 01 December 2025. After the initial term, either party will be able to terminate the licence at any time on giving not less than one months’ notice. The licence fee will be £23,542 per month and will include business rates, Gov Wi-Fi, heating, lighting, utilities, furniture, IT equipment, storage cupboards and building management provided by the licensor’s facilities management team. There will also be a right to use the common kitchens, shower and WC’s on the second floor. There will be a right to use meeting rooms and a drop in space on a bookable basis.
