Office of the PCC

The Police and Crime Commissioner’s team is made up of a small selection of experienced people. The team is led by the Chief Executive. The people who work with the Commissioner include experts in areas such as policy, scrutiny, commissioning, estates management and communications and engagement.

About the Commissioner’s team

The people working in the Commissioner’s office are not political. They work to support the Commissioner and provide expertise in various areas.

The team’s mission is to provide high calibre support to the Commissioner to assist in effectively delivering the PCC’s functions.  You can see who the senior leaders are within the OPCC further down this page.

The team works to the following principles:

  • the team is the Commissioner’s team: it succeeds if the PCC does
  • the team provides high quality support
  • the team gives informed advice when asked and needed
  • the team does not have a political view

It also conducts its business and communications in accordance with the systems and protocols agreed with the Commissioner.

Chief Executive and Monitoring Officer

Chief Executive and Monitoring Officer for the Police and Crime Commissioner's Office

Every Police and Crime Commissioner must have a CEO and Monitoring Officer. The Chief Executive will work with the Commissioner to enable delivery of their vision, strategy and identified priorities.

They will also:

  • Ensure effective operational and strategic leadership of the Commissioner's office through ongoing management and engagement
  • Facilitate the accurate and appropriate scrutiny of the Police Force's activities
  • Support and advise the Commissioner in delivering their manifesto, as expressed through the Police and Crime Plan, statutory duties and responsibilities
  • Fulfil the statutory functions of the Head of Paid Service and Monitoring Officer, which is to draw the Commissioner’s attention to any actual or possible contravention of law, maladministration or injustice

Pay grade: HMG A

Director of the Violence Reduction Unit (HO Funded)

The VRU Director leads the VRU and the strategic coordination of the partnership response to serious violence in Hampshire and the Isle of Wight.

Pay grade: HMG E – This role is currently fully funded by the Home Office

Head of Governance, Risk and Compliance

Leading on behalf of the Chief Executive Officer with responsibility for all corporate aspects of the office, business services and non-financial governance and compliance, providing advice and support to the Chief Executive Officer that the arrangements regarding matters of integrity and conduct meet all statutory and legal requirements. Head of Communications and Engagement

The Head of Communications and Engagement is responsible for delivering the Commissioner’s strategic vision using a variety of internal and external platforms.

Head of Estate & Facilities Management

Responsible for the leadership of a compliant property portfolio on behalf of the Police & Crime Commissioner for use by the OPCC and HIOWC throughout the force area, including day to day management and capital investment schemes.

Head of Commissioning

The Head of Commissioning is responsible for leading the strategic planning, development and delivery of commissioning activities to drive effective and efficient services that address the needs of the communities of Hampshire and the Isle of Wight and support the overall objectives of the PCC.

Pay grade: HMG E

Head of Performance and Delivery

Lead the Performance & Delivery team, ensure the PCCs P & C plan is delivered and drive performance improvement across partnerships on behalf of the PCC.

Hard Facilities Management and Project Manager

Operational Lead for the Internal delivery of Facilities Management Services, externally contracted Maintenance Services and Life Cycle Asset Replacement Project Program

Programme Delivery Manager

Responsible for the management of the Programme and Projects Delivery work stream of the Estates Department. Implementation of OPCC project governance processes

Soft Facilities Management Services Manager

Responsible for overseeing the delivery of soft facilities management services—including cleaning, catering, waste management, and the in-house facilities team

Estates Compliance Manager

To oversee and ensure the day-to-day statutory compliance of the OPCC estate in line with UK regulation and industry guidance.

Commissioning and Contract Manager

Reports to the Head of Commissioning.

Information about the office

As of 13 April 2024, there are 35 members of staff in the Office of the Police and Crime Commissioner (this figure excludes the PCC and the DPCC). This figure includes those working on the Violence Reduction Unit (VRU), which is a small team of professionals that work in partnership to coordinate a collaborative response to tackle the root causes of violence. The VRU supports the Violence Reduction Partnership (VRP) made up of 25 different public sector bodies across the Hampshire, Isle of Wight, Portsmouth & Southampton (HIPS) area who come together to make our communities safer. The VRU is grant funded which means there is no additional cost to the public.

  • The gender breakdown of the PCC's team is 77% female and 23% male
  • To the knowledge of the PCC's team, 6% of staff members have an ethnic background that is not White British
  • To the knowledge of the PCC's team, 9% of staff members have declared that they consider themselves to have a disability

Information about the arrangements for use by the PCC of the staff of the Chief Officer and the sharing of services provided by the local authority.

Section 2(5) of the Police Reform and Social Responsibility Act 2011 requires the chief constable to exercise the power of direction and control conferred by subsection (3) of the act in such a way as is reasonable to assist the relevant police and crime commissioner to exercise the commissioner’s functions. As of April 2024 the Chief Constable of Hampshire and Isle of Wight Constabulary is assisting the PCC with the provision of 2 officers, one as liaison between the Constabulary and the PCC and one to the Violence Reduction Unit.

Section 1(1) of the Local Authorities (Goods and Services) Act 1970 allows for the Local Authority to enter into agreement to provide administrative, professional or technical services to the PCC.  As of April 2023 the PCC has a Shared Service Partnership with Hampshire County Council, Hampshire Constabulary and Hampshire Fire and Rescue Service to provide a number of corporate services to each organisation and other partner agencies.  Through this arrangement, the PCC receives advice and support on a number of areas including HR, payroll, procurement.  The PCC also receives support through Hampshire County Council for other services including legal support and internal audit.
