Details of the decisions agreed by the Commissioner in exercising their duties are published here.

A PCC Decisions Policy has been created to provide clarity of the role and expectations of all involved in the process to ensure that any decision reached by the Commissioner is done so in an open and transparent way to the communities of Hampshire and Isle of Wight.

Procurement Decision Notice- ACRO- Procurement of Programme Technical Lead and Senior Business Analyst services for the ACRO Digital Transformation Programme

The procurement of Programme Technical Lead and Senior Business Analyst services is essential to maintain momentum in ACRO’s Digital Transformation Programme and deliver the new Case Management System (CMS). The CMS will provide a secure, integrated platform for sharing criminal record information with UK law enforcement, competent authorities and international partners, including EU Member States, supporting safeguarding and public protection.



Both roles have been embedded in the programme since its inception and possess critical knowledge of ACRO’s processes, technical architecture and security requirements. Continuity of these resources will ensure delivery remains on track, meets Police Digital Service assurance standards and avoids costly delays or rework. This decision directly supports the PCC’s priorities in “More Police, Safer Streets” by improving operational efficiency, resilience, and safeguarding outcomes.

Contract Award to HP Contractors to create a new front counter and improve space for existing teams based at Aldershot police station.

Part of the Police Commissioners Crime plan is to open a new public front counter throughout Hampshire, to further our engagement with the public to provide visible presence.

It was evidenced Aldershot police station which has a front counter, operational 7 days a week, required a refurbishment to ensure the space is compliant for and fit for the police staff based there. In addition to ensure public confidence is bolstered and accessibility needs are met

To complete three berthing agreements for Marine Unit vessels at Hamble Point Marina, School Lane, Hamble, Southampton, SO31 4NB.

For a number of years the JOU Marine Unit has been based at Netley, with their vessels moored at Hamble Point Marina, School Lane, Hamble, Southampton, SO31 4NB.



There are currently three agreements in place for the Police vessels. These expire on 31 December 2025. There is an operational requirement to renew these agreements.



As is common practice with marina moorings, Hamble Point only offer annual berthing agreements. Each vessel has an individual agreement. There are currently three vessels and the cost for the year commencing 01 January 2025 was £14,627.71, £7,887.94 and £7,306.73, inclusive of VAT.

Terms have been discussed for new agreements. The new fees for the year commencing 01 January 2026 are £15,784.09, £8,511.50 and £7,884.34

A good working relationship exists with the landlord and it is recommended that the berthing agreements be renewed.

To serve notice to terminate the licence to occupy offices at Mayfield Community Centre, Totland Close, Farnborough, GU14 8TX.

OPCC occupies these offices under the terms of a licence dated 17 September 2024. They form part of the Mayfield Community Centre. In the past they have been used as touch down space and for community engagement by Police Officers operating out of Farnborough Beat Office. The rent is £4,200 per year. The licence expires on 31 July 2029.

The relevant local Chief Inspector has made it clear that the offices are no longer needed for operational policing and that they are therefore surplus to requirements. Under the terms of the licence, OPCC has the ability to terminate the agreement at any time on giving not less than six months’ notice in writing.
