Details of the decisions agreed by the Commissioner in exercising their duties are published here.

A PCC Decisions Policy has been created to provide clarity of the role and expectations of all involved in the process to ensure that any decision reached by the Commissioner is done so in an open and transparent way to the communities of Hampshire and Isle of Wight.

To renew the licence agreement for the use of the driver training facility at Thorney Island. The proposal is for the agreement to be renewed for a further period of twelve months from 07 June 2025.

OPCC is granted a right to use this driver training facility at Thorney Island under the terms of a licence dated 20 May 2024. This licence is due to expire on 06 June 2025. MOD are prepared to offer a new twelve-month licence.

The purpose of this report is to seek authority to renew the Licence agreement of the driver training facility at Thorney Island. The proposal is for the agreement to be renewed for a period of twelve months from 07 June 2025. The rent will increase slightly from £15,000 to £15,200 per annum.

OPCC will have a right to park 8 vehicles and two trailers. Additional parking for the VIP training courses may be available, subject to discussion with personnel at the Barracks on each occasion.

As in previous years, OPCC will be required to pay the landlord’s costs of preparing the licence. This will amount to £258. All other terms and conditions of the existing licence will remain in place.

Crime Scene Consumables

The Constabulary requires the provision of crime scene consumables to be used across the Force, for example, overshoes, gloves, scrub suits, DNA
sampling kits, fingerprint brush. A new contract is required due to the expiry of the previous contract. The proposal is to use the Blue Light Commercial (BLC) national framework agreement to procure the goods.

Funding is already built into the revenue budget to cover the cost of the contract, so there is no budget approval required. It is sensible to award the contract for 3.5 years up until the end of the BLC framework which takes the contract value to £2.1m. Any contract value over £2m requires PCC approval.

To complete a new licence at Sway Youth Centre, Sway, Lymington, Hampshire SO41 6BA.

Sway Parish Council owns the freehold of this property. It is managed by their agent, Sway Youth Centre Ltd. In order to create a drop in facility for Police Officers, it is proposed that OPCC should take a non-exclusive licence of rooms at Sway Youth Centre. The rooms consist of a meeting room on the first floor, a kitchen and reception area. To be clear, these rooms will be shared with other users. Access is available on a 24/7 basis, with prior booking.

It is proposed that the new licence would commence on 01 April 2025. It will run from month to month. It can be terminated by either party on giving one months’ notice. There is no licence fee. The Licensor will be responsible for all outgoings and repairs.

Recruitment & Retention

The continued growth of police officers is a significant component in the Police & Crime Plan 2024 – 2028 and is a Force priority.

The 2025/26 budget includes funding for a further 90 officers which will take the net increase in additional officers since 2020 to 815 officers. This request is
for additional resources over the next two years to recruit the additional officers on top of replacing officers that leave through natural turnover.

To complete a new lease at Ground Floor, Hayling Island Library, Elm Grove, Hayling Island, PO11 9EE

OPCC occupy these premises under the terms of a lease granted by
Hampshire County Council dated 23 June 2015. This lease is due to expire
on 22 June 2025. The premises consist of offices with a floor area of 484 sqft, together with shared WCs. The current rent is one peppercorn per annum.

Terms have provisionally been agreed for a renewal with the landlord. The new lease would be for a term of 10 years commencing on 23 June 2025.
The landlord needs greater flexibility than before and requires a mutual break at year 3 on giving not less than 12 months’ notice.

In addition, there would be a mutual break which could be operated at any time after year 5 on giving not less than 12 months’ notice.

OPCC occupy these premises under the terms of a lease granted by Eastleigh Borough Council dated 23 July 2018. Under the terms of the lease the rent is due for review with effect from 23 July 2023. The lease was granted for a term of 20 years commencing on 23 July 2018. The unit is in a terrace of three units, each of the same size and design.

Firearms Licensing Department request for temporary additional funding

This paper is a request for temporary additional funding for the Constabulary’s Firearms Licensing Department. It is needed to further mitigate the impact of backlogs within the department’s processes to both grant new licenses and assess the suitability of existing license holders in response to potentially adverse information coming to light.
Although significant steps have already been taken to reduce these backlogs, the there is insufficient resilience within the existing team to reduce them within an acceptable timeframe, whilst also dealing with new work.

This funding request has been prepared with the strategy of allowing all new applications to be progressed within the accepted timescales, with additional staff being employed specifically to reduce the backlogs.

This paper details the current situation relating to an IPCO (Investigatory Powers Commissioners Office) requirement in relation to Records and Product Management (RPM).

Sir Brian Leveson, Head of the Investigatory Powers Commissioners Office (IPCO), has mandated all forces nationally review covert material to ensure compliance with the RIPA Codes of Practice. While initial steps towards compliance have been taken, the volume of work required to achieve full compliance cannot be managed as part of regular business operations.
