Notice for Police Misconduct Hearing to be held in public

• Name of the officer concerned: former Chief Constable Scott Chilton
• Date: Monday 5 October – Friday 16 October 2026 (not including the weekend)
• Time: 10am through to 5pm each day
• Location: Holiday Inn, Leigh Road, Eastleigh, SO50 9PG

It is alleged that former Chief Constable Scott Chilton:

1. Being the applicant for the post of, and during his tenure as, the Chief Constable of Hampshire and the Isle of Wight Constabulary, failed to disclose to his Police and Crime Commissioner or anyone else his consensual sexual relationship (alleged to have taken place at some time between approximately 2008-2012 while he was a Chief Inspector or Superintendent) with Officer A during the application process to become Chief Constable and thereafter. Furthermore, he repetitively and dishonestly denied the said sexual relationship.
2. At some time in the period of approximately 2008-2012, whilst a Chief Inspector or Superintendent in Hampshire and the Isle of Wight Constabulary, had consensual sexual relations with Officer A, a subordinate police officer, including whilst he was on duty.
3. Being the Chief Constable of Hampshire and the Isle of Wight Constabulary, abused his position for a sexual purpose by having a consensual sexual relationship with Officer B, a subordinate.
4. Being the Chief Constable of Hampshire and the Isle of Wight Constabulary failed to declare to his Police and Crime Commissioner, or anyone else, his consensual sexual relationship with Officer B. Furthermore, when said sexual relationship came to light, he behaved inappropriately towards Officer B.

The above is alleged to amount to breaches of the Standards of Professional Behaviour in respect of the following standards: Honesty and Integrity, Orders and Instructions, Discreditable Conduct, and Authority, Respect and Courtesy.

The above is alleged to amount to Gross Misconduct and, if proven, could have justified his dismissal if he were still serving.

Conditions of attendance

Accredited members of the media and public may attend. Attendance is subject to the following conditions:

1. All parties wishing to attend must apply by 4pm on 28 September 2026 using the form available on the OPCC website.
2. Before completing an application to attend, please read the conditions of attendance below to understand what is required of you on the day. You must confirm that you have read and agree to abide by the conditions of entry below.
3. The conditions of entry are:

• You must submit a form of identification with your application form e.g. passport, driving licence, birth certificate. You must present the same ID upon entry as will be used to verify your identity at entry.
• You will be required to wear a visitor’s badge; it must be worn until you leave the building and it must be returned to the reception each day.
• Any accredited member of the media attending the hearing in person must produce valid identification and media accreditation.
• The taking of photographs and the use of film or sound recording equipment during the hearing is prohibited.
• Similar to court, journalists are permitted handwritten notes or typed notes through use of a laptop or tablet.
• Mobile telephones/devices must be turned off during the proceedings.
• Cameras must not be brought inside the building and camera functions on other devices must not be operated inside the building.
• It is requested that photographs are not taken of any person entering or leaving the building; failure to comply with this requirement will result in you being directed to leave and escorted off the premises.
• There is a request that individuals’ rights to privacy is respected and therefore no reporting on third party witness names is allowed.
• Any disruption to proceedings may result in you being asked to leave and/or removed from the hearing.
• You must always remain silent when in the hearing.
• You are not permitted to approach the panel members.
• If you are late to arrive you will be denied entry.
• You agree for your information to be shared with Hampshire & Isle of Wight Constabulary for security purposes.
• Bag searches may be conducted on the day.

The regulations governing misconduct hearings state that the hearing Chair may also impose further conditions of entry and these are set out below:

Additional conditions

• There may be parts of the hearing which are held in private session; if that is the case, any accredited member of the media or member of the public attending the hearing will be asked to leave during the private session and will be informed by the Hearing Officer when they can return.
• Any member of the media or public attending the hearing must adhere to reporting restrictions imposed by the chair that the officers known as Officer A and Officer B are referred to by these cyphers throughout the proceedings and in any public record of it and their identity should not be revealed in any way.
• The taking of photographs and the use of film or sound recording equipment during the hearing is prohibited.
• Any person in breach of any of these conditions will be asked to leave the hearing immediately and may be removed.

Any representations about these conditions should be made to the Chair in writing.

If anyone breaches these conditions of entry, or any of the conditions set by the hearing Chair they will be asked to leave and will be escorted from the premises. The person may also be excluded from any future hearings.
