Focused deterrence is a programme that is delivered through a multi-agency partnership between the VRU, Police, Youth Justice Services and local authorities. It aims to identify young people most at risk of involvement in serious violence and support them in moving towards a path of desistance. Individuals identified for this programme are often also highly vulnerable, including to factors such as exploitation.
It achieves this by combining the following three strategies:
Deterrence
Individuals are informed about the consequences of continued violence and offending, and the swift consequences that will follow if it continues. A dedicated police officer contacts individuals to explain that they are being monitored, outline programme expectations, and highlight the support available to them. If an individual offends while on the programme, consequences are applied promptly. Having a dedicated officer helps ensure enforcement is timely and not delayed due to wider capacity issues.
Support
Individuals are offered tailored support based on their specific needs. This may include access to mental health support, housing, education and positive activities. A dedicated case worker is assigned to this project to coordinate the support package for each individual, ensures timely delivery and engage regularly with individuals to provide mentoring and guidance.
Community
The programme involves the community in reinforcing the message that violence must stop. This is achieved by working with community leaders or representatives who are meaningful to the individual. The programme also aims to create a supportive environment within the community that encourages the individuals to reintegrate, and engage with its positive activities and support.
So far, this programme has been implemented in Southampton since the beginning of the 2025/26 financial year and will also be delivered in Portsmouth for the 2026/27 financial year.
