Appointment of Legally Qualified Persons to advise Police Misconduct Panels
The Office of the Police and Crime Commissioner is seeking applications from qualified legal professionals for appointment as Legally Qualified Persons (LQPs) to support Police Gross Misconduct Hearings in the South East.
Following the introduction of the Police (Conduct) (Amendment) Regulations 2024, Police Gross Misconduct Hearings are now chaired by senior police officers or staff. LQPs play a critical role in providing independent legal advice and guidance to the Chair and Panel, supporting fair and lawful decision-making throughout proceedings.
As part of a joint recruitment process across five police force areas, Hampshire, Kent, Surrey, Sussex, and Thames Valley, up to 10 new appointments will be made to ensure sufficient LQP coverage across the region. Each appointment will be for a four-year term.
Applications are encouraged from legal professionals who:
- Meet the judicial appointment eligibility condition under section 50 of the Tribunals, Courts and Enforcement Act 2007
- Possess relevant experience in misconduct proceedings or related legal fields
- Demonstrate integrity, impartiality, sound judgement and a strong commitment to equality, diversity, and inclusion
Hearings may run for up to five days, and appointed LQPs are expected to be reasonably available to support proceedings as required. All successful applicants must complete security vetting prior to appointment. Individuals currently under the direction and control of a Chief Constable or employed by a Police and Crime Commissioner are not eligible to apply.
Remuneration for appointed LQPs includes:
- A daily sitting fee of £511.56
- An hourly preparation fee of £85.00
Training will be provided and must be completed before LQPs are admitted to the regional list.

Interviews will be held on 16, 17, and 18 July 2025 at the Police Federation Building, Leatherhead, Surrey.
