PCC responds to IOPC update regarding the murder of Henry Nowak

The Independent Office for Police Conduct have expanded its independent investigation following recent discussions with Henry Nowak’s family, who have made formal complaints about the force.

The IOPC has confirmed it is investigating two police officers for potential gross misconduct, and it will be examining the decision to arrest Henry and apply handcuffs along with the first aid provided, and the decisions and actions of control room staff.

The IOPC also said it was investigating whether the race or religion of either Henry or the Digwa family impacted on the actions and decision making of the officers, and whether officers’ decisions were influenced by assumptions or prejudice relating to community tensions at the time.

PCC Donna Jones said: “The IOPC’s decision to widen its investigation is absolutely the right thing to do. The questions raised by this case are serious and must be bravely and thoroughly examined.

“Public trust and confidence in policing is hard won and easily lost. While the overwhelming majority of officers and staff serve the public with professionalism and integrity every day, confidence depends on reliable and tough scrutiny when things go wrong.

“Henry’s family deserve answers, and the public deserve confidence that robust accountability and oversight is in place to ensure policing continually improves.

“As Police and Crime Commissioner, I expect Hampshire and Isle of Wight Constabulary to continue to cooperate fully with the IOPC’s investigation and to carefully consider any recommendations that emerge from it.”
